    On 15 November 2023, Canada, the Kingdom of Denmark, the French Republic, the Federal Republic of Germany, the Kingdom of the Netherlands, and the United Kingdom of Great Britain and Northern Ireland (jointly) and the Republic of Maldives filed in the Registry of the Court declarations of intervention in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar) under Article 63 of the Statute.

    On 10 November 2023, the Governing Body of the International Labour Organization (ILO), at its 349th bis (special) session, adopted a resolution on the interpretation of the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87) with respect to the right to strike, requesting an advisory opinion from the International Court of Justice. The request for an advisory opinion was transmitted to the Court by the Director-General of the ILO by a letter dated 13 November 2023.

    Elections of Members of the Court

    On 9 November 2023, the General Assembly and the Security Council of the United Nations elected five Members of the International Court of Justice for a term of office of nine years, beginning on 6 February 2024. Judge Hilary Charlesworth (Australia) was re-elected as Member of the Court. Mr Bogdan-Lucian Aurescu (Romania), Ms Sarah Hull Cleveland (United States of America), Mr Juan Manuel Gómez Robledo Verduzco (Mexico) and Mr Dire Tladi (South Africa) were elected as new Members of the Court.

    On 3 November 2023, diplomatic representatives accredited to the Netherlands attended presentations on the work and activities of the International Court of Justice, by HE Mr Philippe Gautier, Registrar of the Court, and of the Permanent Court of Arbitration, by HE Mr Marcin Czepelak, Secretary-General of the PCA, at the Peace Palace in The Hague, seat of the Court.

    On 30 October 2023, the Co-operative Republic of Guyana filed in the Registry of the Court a Request for the indication of provisional measures in the case concerning Arbitral Award of 3 October 1899 (Guyana v. Venezuela), pursuant to Article 41 of the Statute of the Court.

    On 26 October 2023, HE Judge Joan E. Donoghue, President of the International Court of Justice, addressed the General Assembly of the United Nations on the occasion of the presentation of the Court’s Annual Report for the 2022-2023 judicial year.

    President Sixth Committee

    On 25 October 2023, Judge Joan E. Donoghue, President of the International Court of Justice, delivered her annual speech to the Sixth (Legal) Committee of the United Nations General Assembly, followed by a Q&A session with State representatives. In her address, the President spoke about the future of the Court, touching on recent trends in its docket, the resources it will need to fulfil its mandate, and expressed her thoughts on possible amendments to the Statute of the Court. Before the debriefing, President Donoghue met with the Chair of the Committee, Mr Suriya Chindawongse.

    Hague Academy Event

    On 25 October 2023, Mr Philippe Gautier, Registrar of the International Court of Justice, participated, together with Mr Marcin Czepelak, Secretary-General of the Permanent Court of Arbitration, and Professor Jean-Marc Thouvenin, Secretary-General of The Hague Academy of International Law, in an event organized by The Hague Academy on the theme of “Peaceful dispute settlement: the indispensable courts and courses of the Peace Palace” at UN Headquarters in New York.

    The Court invites applications from eligible universities to nominate candidates for the 2024-2025 Judicial Fellowship Programme and Trust Fund Award. The deadline for the submission of applications is 5 February 2024.

    The International Court of Justice has amended the Rules of Court, the Resolution concerning the Internal Judicial Practice of the Court and the Practice Directions to render their provisions gender inclusive. The amendments entered into force on 24 October 2023.

    By an Order dated 16 October 2023 in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar), the Court authorized the submission of a Reply by the Republic of The Gambia and a Rejoinder by the Republic of the Union of Myanmar, and fixed 16 May 2024 and 16 December 2024 as the respective time-limits for the filing of these written pleadings.

    By an Order dated 16 October 2023, the Court fixed 16 October 2024 and 16 October 2025 as the respective time-limits for the filing of the Memorial of the Applicants and the Counter-Memorial of the Respondent in the case concerning the Aerial Incident of 8 January 2020 (Canada, Sweden, Ukraine and United Kingdom v. Islamic Republic of Iran).

    By an Order dated 16 October 2023, the Court fixed 16 October 2024 and 16 October 2025 as the respective time-limits for the filing of the Memorial of the Islamic Republic of Iran and the Counter-Memorial of Canada in the case concerning Alleged Violations of State Immunities (Islamic Republic of Iran v. Canada).

Azerbaijan) were held. The Court will now begin its deliberation.

    On 10 October 2023, the public hearing on the request for the indication of provisional measures submitted by Canada and the Netherlands in the case concerning Application of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Canada and the Netherlands v. Syrian Arab Republic) was held. The Syrian Arab Republic did not participate in these oral proceedings.

    On 28 September 2023, the Republic of Armenia, referring to Article 41 of the Statute and Article 73 of the Rules of Court, submitted a request to the Court for the indication of provisional measures in the case concerning Application of the International Convention on the Elimination of All Forms of Racial Discrimination (Armenia v. Azerbaijan).

    The public hearings on the preliminary objections raised by the Russian Federation in the case concerning Allegations of Genocide under the Convention on the Prevention and Punishment of the Crime of Genocide (Ukraine v. Russian Federation: 32 States intervening), which opened on 18 September 2023, concluded on 27 September 2023. The Court will now begin its deliberation.

    By an Order dated 18 September 2023, the Court extended to 15 December 2023 the time-limit for the filing of the Rejoinder of the United States of America in the case concerning Alleged Violations of the 1955 Treaty of Amity, Economic Relations, and Consular Rights (Islamic Republic of Iran v. United States of America).
