Solemn declaration by two new Members of the Court

Further to Press Communiqué No. 96/32, which announced the opening, on Monday 3 March 1997, of the hearings in the case concerning Gabcíkovo-Nagymaros Project (Hungary/Slovakia), the following information is communicated to the Press by the Registry of the International Court of Justice:

At 9.30 a.m. on Monday 3 March 1997, the Court will begin by holding a short public sitting at which the two new Judges, elected by the General Assembly and the Security Council of the United Nations on 6 November 1996, will make the solemn declaration provided for in Article 20 of the Statute of the Court. They entered upon their nine-year term of office on 6 February 1997.

The new Members of the Court are Judges Pieter H. Kooijmans (Netherlands) and Francisco Rezek (Brazil).

Three Members of the Court were re-elected on 6 November 1996 and do not have to make another solemn declaration: President Stephen M. Schwebel (United States of America), and Judges Mohammed Bedjaoui (Algeria) and Vladlen S. Vereshchetin (Russian Federation).

After a short break the sitting to hear the oral arguments of the Parties in the case concerning Gabcíkovo-Nagymaros Project (Hungary/Slovakia) will open at 10 a.m..

At the beginning of that sitting Mr. K. J. Skubiszewski, the Judge ad hoc chosen by Slovakia will also make the solemn declaration provided for in Article 20 of the Statute of the Court.

NOTE FOR THE PRESS

1. The public sitting will be held in the Great Hall of Justice of the Peace Palace, The Hague, The Netherlands. Members of the Press will be entitled to attend on presentation of an admission card, which may be obtained upon application. The tables reserved for them are situated on the far left of the public entrance of the courtroom. Please note that no portable telephones or other audible electronic devices are allowed in the Great Hall of Justice.

2. Photographs may be taken at the opening, during the first five minutes of the sitting; and also for a few minutes towards its end. Filming for television purposes is authorized; advance notice to be given as per paragraph 5 below.

3. In the Press Room, located on the ground floor of the Peace Palace (Room 5), the Court's proceedings will be relayed through a loudspeaker.

4. Members of the Press who wish to make phone calls may use the public telephones in the Post Office in the basement of the Palace.

5. Mr. Arthur Witteveen, Secretary of the Court (Press and Information Matters) (tel. No. 31-70-302 23 36), will be available to deal with any requests for information by members of the Press or for making arrangements for television coverage.
